Ghost Master is a really good strategy-cum-puzzle game where you have to scare the shit out of people by deploying ghosts strategically, but don't have direct control over the results.

I remember there's some bullshit in the later levels where finessing the humans to go where they need to go to complete the level and having fixed ghost deployments can be a crapshoot, but it lives up to all three letters of the GOG acronym.
