It looks like Hindenburg or possibly Bismarck or a random Kaiserite type since they all fashioned themselves to look the same. And all of whom did political persecution of opponents. Hindenburg used the state against the Nazis and threatened to execute them all. Much of the same was done to the Communists. They absolutely did not ever preach tolerance, especially because they were all pretty intolerant and most were anti-semitic themselves.

The author would probably respond to this with some kind of "they only ever preach tolerance for the right/fascists/Nazis" which definitely was not the case in Germany either. They were "forced" into "tolerating" Hitler because the jerk kept winning elections and Hitler was willing to deal with a coalition. The KPD didn't want anything but the destruction of the Republic and nobody would do a coalition with them.
