in my experience you can't cave to every squeaky wheel, a vocal minority doesn't necessarily mean something MUST be addressed, but at the same time you have to thread the needle of recognizing when it's at a critical mass that deserves recognition
government should be representative, you don't ignore the people, but you also don't make a change that 3% of people demand when it affects 100% of people.

The former accurately perceives that even a "million man march" may not actually represent anything in the larger population, the latter feels beholden to any interest they can identify with that expresses itself. (I would argue that Trump actually is the latter, his election denial was based on the crowds he was seeing come to his rallies. Witness his unchanging belief about trade since the 1980's even as the country, and he himself, got wealthier because he identifies himself with his vision of a "common man" that's largely a myth from the 1950's about people he never associated with.) It represents something in the psychology of the latter, it's like the crabs feel they've done something wrong if they start to escape the bucket and turn back.
It's funny because the latter are the people who claim that everything, especially the tough cookie of intersectionality, can be solved by simply having a mass meeting long enough with everyone participating. The rest of us recognize this can't accomplish anything because it fundamentally can't make decisions. It's a huge flaw in the utopian vision of "progressives" that they assume something they don't ever demonstrate, that all ideas should be given equal weight and never dismissed, and people like Habermas spend endless pages trying to avoid saying that someone has to decide this at some point or the "discourse" literally is never ending.
We don't even have to go to some high level hypothetical, we can look at Era and its incredible niche. If we took their "progressive democratic" rhetoric seriously then chuds have to be allowed to run the video game industry, they're the plurality or even majority, but all their time is spent outraged about the chuds putting bare midriffs and not enough skins for Black characters or buying Hogfart's over Concord or not boycotting Microsoft. The moderators who oversee the "discussion" won't even let their users ban more games to protect people from harm or complain about ninjas because they believe all Asians are the same. You can't go a single day without someone on that forum expressing the need for a higher power to limit the variety of opinions that people can hold, at the same time "dismissing concerns" is the biggest offense on the forum.
Jason Arday plagiarized his way into a PHD, knowingly fabricated the most ridiculous lies at almost every opportunity until he got a job at one of the most prestigious universities in the world where he would claim that students who had issues with him were racist and used the law and law enforcement to scare away legitimate journalism from looking into this.
