I got it, I figured it out



specifically the riff at around 22 seconds (which you can hear is musically similar to the Phantasy Star 2 track at 4 seconds, and both tracks have a hammond organ kind of sound)

I heard it so much because there was a skate park in the area, kind of a mini Tony Hawk within Spyro, and I spent ages playing it, it was a really well-made little minigame

so that's sorted out, I can move along with my day
