Despite planned immigration reforms Canada had no intention of sending 10k troops to the border and no intention of designating the cartels as terrorists. Let alone join a strike force to wage war against the cartels. Trump forced their hand.

Canada is not "sending 10k troops". It's gonna have 10000 border agents working the American border, of which there are already 8000. So I guess thanks Trump for creating 2000 jobs (if those positions ever get filled, which I doubt).
Designating the cartels as terrorists: Not gonna do shit (in Canada anyway)
Join a strike force to wage war against the cartel: If the US had credible info about cartel operations in Canada, I'm sure the RCMP has always been happy to help without the need for a "strike force".
