this feels like one of those "it is known" rhetorics from deep into oppression culture that accidentally leaked out and of course isn't compatible with the real world, they may have even badly misinterpreted whatever point was originally being made
it may even have been sentiment like "it's really expensive to be poor, not only do you have to buy raw ingredients but you have to have the forethought and planning to ration out supplies and use them up before they go bad, so it costs time as well" which morphed into what we see here
everyone always wants to believe anything phrased like "did you know?! ACTUALLY this thing is like this instead! the complete opposite of what you thought and what logic would dictate! isn't that wild?!"
