That's how engine physics work. It's applied to the model and then it's on all the time. That's why when you have things like the recent Resident Evil games' model viewer, hair/clothes/everything still moves when you're spinning the model around and such. There was no "we specifically turned them on when she's falling down." It's not hand-animated.
