"Predatory hotels policy" aka they want to turn the rooms over, not have people living there for years paying through welfare programs?
If she made it to California she should literally just become homeless for a few weeks, the government will pay to put her in a hotel or apartment. None of the "legit" homeless want to participate in this program because it requires them to quit doing drugs and/or drinking all day.
