Stochastic terrorism is in almost always its actual usage exactly that but it's theoretically a possible theory but nobody's ever come up with an example that it could possibly apply to. Or it's applied to something like messages from millions upon millions of people. (i.e. everything around you tells you it's justified to murder Jews and you're someone with a predilection to wanting to murder someone, anyone)
It's also as I constantly harp on decidedly anti-liberal as a concept because it would allow the state to convict someone of terrorism without any evidence the person did anything at all. These people don't realize how important it was that the Supreme Court protected, even to the limited extent they did, the due process rights of the Gitmo detainees. So they're willing to just eliminate all due process for everybody because they want to see shitposters and even actual bigots imprisoned for posting online. And when I say "all" I mean it, there's no defense you can make against a charge of stochastic terrorism. It's essentially a charge of being the butterfly who flapped his wings.
Even if we could actually show the probability (and we can't) and that it was over say 51% (and it almost never is) nobody who considers themselves liberal in this sense should ever consider supporting it.
