Each country has to offer shelter per the UN agreement and accept the asylum request if a refugee enters their borders.
So if your request in France is denied and you face deportation you move to the UK where the process will start all over again. Meanwhile you have shelter and if you show up without a passport or any documentation it's going to take the government a long ass time to figure out where you came from and if they can send you back and most countries don't accept return travelers. And if the government takes too long to make a decision you end up staying automatically.
