Indigenous is a weird political term as it has little to do with when a population settled an area. Han Chinese are not indigenous despite evidence of being in the yellow river valley for like 20,000 years.
Why are are the Sami indigenous, but not the Fins or Estonians? Basques are not indigenous despite being pre-indo-european remnants.
