We just had lot of hyper successful games this year, when people complain about the state of the industry is usually because layoffs even with considerable profits.
Outer Worlds 2 lack of sales is probably because people ended disliking current era Obsidian RPGs and many people were vocal about being disappointed of Other Worlds after the initial honeymoon phase. Avowed suffered the same.

I bought the premium edition upgrade on Microsoft Genocide Pass.
I get the whole thing for less than the price of the standard version, and I get to contribute to genocide. Win, win!
