you don't have to rig the election in every state. the electoral college system makes to easier to just focus on the swing states like florida. jeb rigged that one for his brother against gore 

It makes it harder because you'd have to know which states to rig and you'd have to have the ability to rig those states.

Florida wouldn't have mattered if Gore won Nevada or New Hampshire.
