Even then it's referring to showing genitalia for sexual/arousal purposes which doesn't fit the context of the game.

Creative works are allowed to explore sensitive or uncomfortable topics involving minors as long as the material does not sexualize the minor or present the content for sexual arousal. Since none of that applies to the scene in question, labeling it as CSAM is incorrect and doesn't match legal or industry definitions.
