If it's the latter, I feel like that's not at all a fair shake for Ripley. All the characters in Alien were intentionally written as unisex and the suggestion for Ripley to be a woman was suggested by the head of Fox. It didn't come from the writers or from Ridley Scott. But I think that's part of why the characters of Alien or so effective, especially Ripley. They're just written as regular people, independent of anything else. No thinly veiled fetishes (at least insofar as specific character traits are concerned) and no stereotypical roles for anyone.

Now if you want to argue James Cameron has a type of woman that he writes, especially in that era, fair. I may have gone on a tangent for literally no reason, I now realize.

In any case, I think we need more Ripley's and more Sara's and more Selene's (Returnal). Strong, capable women that handle whatever situation they're thrown in. As much as I think Capcom has been riding high lately, I seriously question how they've handled their women characters. I hope the new RE trends more towards the aforementioned ones and way less towards "let's put Chun Li in a thong".
I'm surprised they haven't brought up Marvel Rivals Rogue Savage skin.

In the case of modern RE, outside of remakes, they seem so hung up on that 10's "every man" design (which usually came with a woman to save or condemn...) to the point where some interviews almost read as veiled resentment towards the previous era of characters. But you make Resident Evil. A series about people who work for and with various shadowy agencies against bioweapons. I am sorry.

If you want people to shut up about "where's Jill" you have to give them someone to be that invested in.
It is both an immediate buy in and super badass to see Jill looking at the state of Racoon City, saying "I have to leave everything behind get the fuck out of here", picking up some supplies and going on a nightmare goodbye tour of her hometown. I don't even enjoy playing RE3. But there's just something instantly iconic about that. Now we have Grace, who of course is visible and hot, but they've spent 6 months drilling in that they took away the cool/badass/charismatic factor as if it's supposed to be a plus. I would rather feel connected to the character arc and the way they react to uncovering the conspiracy or threat with their impractically large weapon of choice at the end of an RE title than have a final jumpscare or stalker section attempting to still feel as "scary" as it did in the first hour of the campaign.
