ASIO and the NSW Police had every law and all the intelligence necessary to prevent this from happening and they didn't do their jobs.

Gun laws are state responsibility. Howard had to get the states to agree to implement nationwide laws at the state level. Albanese can't do anything more than ask the states politely to agree.
