Nations apparently have the right to police and protect their culture, art, food, music, etc. from outsiders but also not protect their land, populations, etc. from outsiders unless these outsiders are colonialists/Jewish/white/etc.? Like they say, intersectionality is such a tough cookie to crack.
edit: Sorry, forgot that Han, Russian and Muslim colonialism is okay.
Also forgot that sometimes outsiders are allowed to define the nation such as African Americans (or just Nepenthe) defining the global Black Nation based on things specific to African Americans on the grounds that whites can't tell the difference.
