Step in with a suit or Leon jacket, ask the thugs if they've seen Batman or just say out loud "This is just like Gotham/Night City". Do loud calls about important businesses. Replace the chants of the Muslim cleric with the Putin translator or Trump doing a plane interview or whatever and they realize things are way worse when the thugs change wagons.
