I think Capcom intends for all the new RE games to have normal people as the main protags while the super soldier badasses play supporting roles.
I think it would have been better to have begun the game with Grace conducting a personal investigation - maybe she overhears something about the hotel while at work, and then misuses her credentials to get on-site. Once you're in the hotel, her working for the FBI becomes irrelevant anyway.
The problem is with the idea that an FBI analyst with severe social anxiety is sent out into the field without any backup, on a case that is insanely personal to her. They at least could have made the cop from that start a field agent who accompanies her.
In the end I quite liked her as a character, though I liked her a lot more when she was commenting to herself / reacting to events during gameplay. I found her constant stuttering whenever interacting with anyone else pretty grating, especially as I felt it was played more as a lovable quirk than an actual problem (see also: knock books off her desk at the start, what a klutz!) (see also also: ree autists being all "Oh my god she's just like me!")
