I agree with her removal
according to the rules of order in most places (likely Robert's rules) there are specific times and places to offer comment on any given topic, and you have to stick to what is allowed to be discussed, or else every meeting could go on literally forever
maybe this council didn't offer enough opportunities to comment on this, but it's likely there was a time and place and she missed it
