This is aside from the fact that this contradicts Trump's own "promises made" and every previous budget he's signed along with how appropriations works in the first place. I still do not know why anyone treats his pronouncements as having any value, let alone getting excited or outraged by them. His statements are all his fantasy land delusions yet we're now decades into people pretending they're all true and real.
*Congress won't do this, which doesn't change the spending allocation it simply just sends the money blindly, because it will give too much authority to the states rather than allowing Congress and the feds to micromanage all the states. This is the same reason Trump wouldn't do it, considering above he's complaining about the states not running these as he wants.
