Why can't the local police simply stop the executions?

The police has been abolished by Darializa, obviously.

But yeah, we had the same question about Far Cry 5, but at least they had the rugged geography of Montana as somewhat of an explanation.

If it's an hostage situation, I wonder what sharia law is there to enforce. I assume one character will steal a bottle of water and get his hand cut off. I'd actually bet real money it's in the plot.
