No, there's been no deflation, the prices have been permanently increased and are continuing to increase. "Temporary costs" are supposed to be removed from the inflation calculations so if he's doing what you're saying then it's even more deceitful and incorrect. Especially when he's trying to tout how he "reduced" inflation by increasing it further.
