The funny thing that he seems to ignore is that China is probably doing this because the West has been complaining about it. A lot of Chinese academic institutions have unofficially setup channels to report this to them because there's so many frauds who are getting published in Western journals and the Western journals won't do anything about it if the "scientist" stands behind the work and supplies more fraud to "correct" the original fraud. But you could circumvent this by contacting the Chinese institutions who would threaten the person into retracting the paper. (Not that this was easy because of the Chinese bureaucracy being deliberately difficult to navigate.) China doesn't care that they're doing this if they never get care, they care that it's giving China a bad reputation when they do.
I don't think this guy is imagining the right kind of "fraud" either because the examples I've seen most bitched about is where the dude never does any experiment and just makes up the numbers and it's obvious because tables won't even sum correctly or whatever.
