Now I'm not an expert but didn't British folk music probably originate from white people in the UK? How does using "decolonize" make any sense in that context?

This is wild in the context that British/European folk and ballads were mixed with African music (gospel, call and response, blues) to create Appalachian music ie what later became country music. That seems like a much better academic angle to approach this with instead of going to a club, seeing only white people and deciding it must be a bad thing that needs to be explored.
