I think its just Disney just hire a lot of people that are only in it for the money and don't particularly give a fuck about what Entertainment Franchise Product they've been assigned to make and / or want to make their own shitty idea that they can't get their own funding for and just overlay it on what they've been assigned.
I mean, not everybody is Sam Raimi when it comes to making something feel kinetic, but his Spiderman films still absolutely hold the fuck up, because he wanted to make a Spiderman film and had ideas about how to do it. Like Mike was hinting at, it really seems like The Acolyte wanted to be a 'topical' (ie instantly dated) ACAB parable, except the Jedis aren't cops and it fundamentally doesn't work at a first level.
