I mean, not everybody is Sam Raimi when it comes to making something feel kinetic, but his Spiderman films still absolutely hold the fuck up, because he wanted to make a Spiderman film and had ideas about how to do it. To take your point further, I perceive a trend of cart-before-horse happening across media in terms of "topicality" anyway.
A lot of legendary, important media is highly topical! Modern creators know this, and seem to start from a topic and wrap a story around it. In reality, those well-regarded topical stories were very likely conceived as a story first, and inherited their of-the-moment nature from just...existing in a context.
