Seems that her slogan was: "hard times call for strong leaders" which is 100% correct  

If he was in his late teens and wasn't abused by sugar mommy and all had a good time it's hard to blame any of the parties involved. 
I just never believe these reports that male teenagers were 'traumatized' by the experience unless they were forced to do it. 

More likely that the guy brags about it and that's usually how they get 'caught' 99% of the time.

Imagine bagging the mayor at 16 or 17(?), dude must feel like he is James Bond.
Sees her on the local news and in the newspapers, perhaps at a 4th of July festival and sees the other men she ignores desperately try to get her attention, thinking: "Hell yeah, I hit that".
