tl;dr no secret service counter snipers for the last two years until the failure of the attempted assassination.

SS aren't the only law enforcement agency that could have provided counter sniper teams for Trump. FBI, local, or maybe Dept of Homeland Security. The head of the SS might only be speaking for just his agency. 

BUT, that's me trying to read that in the most charitable way possible. This whole thing is such a mess. SS should go back to finding counterfeit money and start a dept just for VIP protection. That shit is should be its own separate thing IMO.
