The “world without borders” thing is weird. Far left care very much about borders of China and Palestine and land acknowledgments. Far right care very much about borders to prevent immigration etc. Nobody is consistent. Even their north star for morality, Hitler, was a hypocrite. For all his bluster about Germany for Germans, France for French, he didn’t respect borders. Sad.

It has a lot to do with the more optimistic European politics of the 90s. The 'border' between East and West had physically manifested itself as the Berlin wall in Europe. 

When the wall fell there was a great sense of optimism. Even the Soviets knew that they could not stop it with military means and there were barely any reprisals or killings after the communists lost power in the revolution. Mostly because the mission was to bring "all of Europe" together in peace which happened in 1991 with the German Unification. 
After the success of bridging the divide between East and West Germany without bloodshed, many in Europe believed the same could happen elsewhere. That somehow the Poles could forgive the Germans and be united despite their past and in the end there would be a world without borders. Ultimately you hit contested borders though as some borders like those of Russia are meant to keep their own people in, not to prevent others to come in.
