I think they honestly truly believe that ending all trade between Canada and the US would hurt the US more than Canada. And that Canada could somehow survive it.
They don't even understand why it's a dumb bluff. It's stupid because Americans will just pay the tariffs for another couple years, then the tariffs will be dropped. That's not enough time for a replacement supplier to spawn out of nowhere. What integrated supply chain is going to replace the entire system from scratch when the end date on the tariffs is easy to project?
Canada doesn't need to cave not because Canada can go it alone but because Canada doesn't pay the tariffs anyway and can bet on not having decades of business ties being replaced in the next two years. They're not competing with other countries because Trump's trying to tank trade with all of them because his understanding of how trade works is the same as Era (and CanadaEra especially*), not to replace Canada with someone else by any means necessary. If that was US policy, Canada would cease to exist.
