there are sometimes "healthy living" rebate type things, like if you go get a physical regularly they give you some monies

one possible manifestation of this could be a yearly rebate if you never made any claims the whole year. though I don't know if that would disincentivize behaviors they want you to do (like get physicals to give them more data on you)

I stopped drinking last year, I know it was the right decision for me. I don't think everyone needs to stop drinking. I've had THC and it's a mystery why it's still illegal while alcohol is a social norm: alcohol lowers inhibitions, increases emotional reactions, impairs judgement… Drunk people fight and become belligerent. Stoned people want to hug, and will raid your fridge. 

Addictive personalities will always find new things to which they will become addicted. Gambling, god, new substances, recovery from substances. And some people can just have a beer and call it a day.
