I know you're only asking rhetorically but the "canon" explanation in the literature is that capitalism, colonialism and white supremacy is so powerful and still in such dominant control of the entire world that they can't risk throwing off those British colonial laws or the West will further abuse them. All the West's NGO's and other stuff that are all like "hey, stop killing gay people" is really part of an elaborate kafkaesque plot to further ensnare them under hegemonic domination by the Imperial Core. If they agree and get rid of those laws that shows they're still controlled by and forced to obey the West but if they refuse then the West threatens them showing they're still controlled by and forced to obey the West. The only people in the world who have any agency are the powerful Western elites that operate from the shadows and the brave activist academics/theorists who unmask this plot to no consequences ever.

I really shouldn't be so hard on Era/Nepenthe/etc. because a lot of the stuff that once it filters downstream through YouTube/streamers and forms their theories is just as unfalsifiable as their less elegant versions.
