They typically are not inside any cities or townships, that's how the land was available to be purchased by it in the first place.

The development company purchases a big plot of land, then as people buy the parcels they agree to become part of the HOA because they aren't sold to anyone who doesn't agree.

Body corps and strata are only for properties where there is common ownership of the land such as apartments and townhouses. It would be exceedingly rare (or non-existent) for a body corp or strata to be in place for single dwelling houses in a suburban neighbourhood.
