This scene is actually based on a story in which former FBI director Louis J. Freeh would ask some of his subordinates if they liked certain animals. It was a sign that something had happened and that they needed to get to a secure room immediately to discuss it. I know this because I just made it up and googled who the FBI director was in the 90's to seem more legit.
