It is possible that is just a character quirk for a genderless character (as I assume it is because is based in Nights). Probably going to play it off like how Japanese children use third person to refer themselves rather than a round table in the middle of the issue where Luna bitchs about pronouns with the rest of the cast.

The only people who consider this character non-binary are those already face-first in online gender politics who look for any fictional character as an excuse to validate their personal politics regardless of context. I already mentioned this happening before with a character from One Piece
 
That Sonic character is an obvious stand-in for NiGHTS, another Sonic Team creation who is a genderless dream jester created in 1996. I can guarantee "non-binary" wasn't a word that Sonic Team was thinking of when they were developing that Sega Saturn game.
