This is just flat out wrong, ~250,000-400,000 immigrants per year came in during the "pause" because it didn't apply to people of certain ethnicities. The Immigration Acts of 1920/1924 didn't ban immigration, it set ethnic quotas. The goal was to punish people for their sin of being born with the "wrong" blood. It was beyond explicitly racist which shouldn't be surprising as most of the same people fully endorsed white supremacy and Jim Crow.
