It is actually mental behaviour and there'd be huge consequences if, for instance, Charles decided he was going to knock down a quarter of Buckingham Palace for some mad project of his own. There seemingly being zero consequences for him just deciding to do this and nobody bothering to fight against it signals the downfall of the evil empire.
