She truly has an insane world view. One could hope this case would maybe make some of them think about cancel culture and freedom of speech and how this also affects their own side. Instead we get weird tantrums about race again

No. The final decisions come from Horii and Armor Project, who are the primary owners of the Dragon Quest IP. They license the rights to the IP to Square Enix, but Dragon Quest is Horii's baby. And he has said that XII will remain a turn-based RPG.

That's not how this works, it means the Venezuelan state, probably as a condition of dropping sanctions, can only use its oil money for purchasing those things from the US. Any citizens can use their own money on whatever they want. There are tons of countries, and Venezuela was one, where the inverse is sanctioned: the state cannot purchase anything from the US. Russia currently can't purchase nearly anything from the US or EU, they're literally cut out of the Western banking system so can't move funds through it.

These countries aren't like the US or even the EU. The bulk of the countries funds or certain industries funds are controlled entirely by the state, then the state makes massive purchases with it. Russia and Iran do this with their oil. So does Saudi Arabia (although it's slightly different because the state is also a family) and even other democratic capitalist nations like Norway with their state industries. China does almost all of its major industries this way, especially because the corporations don't make purchases without the approval of the CCP. The corporations aren't independent entities like Disney or Microsoft.

Venezuela has a single oil and gas monopoly, PDVSA, which is entirely owned by the state. It doesn't have fifty oil companies like the US/EU all of whom have a shared industry and shared general goals but complete independence in operation. It doesn't have all the smaller companies contracted by these in all the different areas. It's a vertically integrated monopoly. All PDVSA funds go to the state and prop up the state budget. It's not even like in Russia where there's fictitious or "private" companies that skim off part of the industries profits to Putin cronies. (The Chavistas simply withdrew potentially more than $300 billion directly.)

This is talking about state funds, not individuals funds. I oppose the policy but then I'm not anti-capitalist.
