"I don't believe anything" is just a Popular way to claim everything you say is true. NDT would probably assert that all the times in the past when he said Pluto was a planet it was a true statement then, which would imply that he believes knows that reality doesn't exist outside of what is asserted about it. Which as a corollary means science literally has no basis, especially whatever NDT has ever published or tries to assert about it.

I didn't watch the video but from the chapter titles it looks like he heads in the same direction.

to say you're an atheist implies an active belief that its ontology fits reality best, else you'd have to say inconsistent things like "I'm an atheist, but really I think Judaism describes the state of the universe more accurately"

It would depend on what you take atheism to mean. "There are no deities" is a claim.
