They remove the agency from anyone they don't consider the "winner" of everything. Men "won" life so women usually have no agency in their threads. Repeat for every black-and-white narrative challenging division of oppressor/oppressed they can articulate. (And even ones they can't.)
I'd argue they do it because it justifies them making decisions for everyone in those populations they've removed agency from.

The harsh reality, though, is that we can only really be saying this from the comfort of our safe homes. Morals are a lot easier to hold onto when your neighbors aren't being beheaded with a garden hoe.
The cold truth is that wars will always kill innocents, and the morality of war is more a matter of "how" and "how many."
With regard to human shields, if leaving a building intact will eventually lead to 10 of your kids being killed, you're choosing between their kids and your kids, and you're possibly justified in choosing your kids. I don't think you can allow human shields to neuter you and force you to let your families be slaughtered with no recourse.
However, where I think Israel has gone way wrong here is both in the "how" and the "how many." Cutting off water to 1 million children is both inhumane and counterproductive. The brutality of the attacks has garnered way more support for Israel than they've had in recent years, and yet they're about to squander that support by genociding 2 million citizens as punishment for 1000-2000 of their own citizens. The numbers are way out of proportion, as is the method.
As gross as it sounds, killing a dozen human shields in a missile attack to kill a dozen terrorists is the far less unjustified action than the cutting off of water. The latter sounds more palatable, but it's really not, not even close.
