If the premises of the War on Drugs were correct then surely we should see greater criminality in the now decriminalized dispensary market. But we don't, it remains in the criminalized supplier market. It's pretty simple logic, if I can sue you or call the police when you wrong me I don't have to have people murder you and form a gang to protect my criminal operation from similar.
You don't want this, you want the Black population to be forced into greater criminal dispute resolution. You solve your cognitive dissonance by assuming the state is perfect and can achieve its stated goals, so you see the carnage of the state in your community and determine the answer is the state simply didn't do enough. Despite a century and trillions spent on it. You ignore the cost to everyone and the massive effort put into it by telling yourself "if only the state knew." You invent an enemy that's undermining the state's perfect efforts even as the enforcement has never waivered, even as the criminalization has never stopped increasing, even as the "Obama judiciary" releasing people is because the system cannot keep up with the enforcement levels demanded, even as the costs have spiraled to untold of levels. No, no, the answer must be that nothing is being done or it's being sabotaged, why else wouldn't the solution be working?

The great part is that this is the same misunderstanding of how genetics actually works that the original eugenicists and their fellow racists had.
