if a game is being offered at a standard price of less than $10, give devs a checkbox on publishing where they can say "in good faith I believe my game takes less than 3 hours to complete" (wiggle room), and those particular games have a pop-up on purchase that says "warning: this game is very short so its refund window is only 1 hour"
that should fix literally everything
if the dev was lying and it's actually a very long game and all they wanted to do was sneakily decrease the refund window...oh well, they're the one harming their own sales and perception by triggering that flag which players will naturally be suspicious of, and it's a very cheap game so most players shouldn't be too upset about not being able to refund it
