Ceuta's inhabitants are Spanish citizens with elected local govts and autonomous institutions, and have representation in Spain’s gov't.  Find a single state that contains territory that wasn't acquired through conquest.  I thought modern "decolonization" was supposed to liberate a politically subordinate people...not award territory to the nearest country based on geography.
