They don't care about policy, or the alleged success DeSantis has had in Florida implementing right wing ideology. Even the culture war stuff, which DeSantis was far more conservative on than Trump, didn't matter. All that matters is that Trump is Trump and he's the designated avatar of retribution for these people. Trump wins the Republican nomination on the economy and immigration, simple as.
The polls consistently show the same issues that matter to voters: economy, migration and healthcare. DeSantis had no economic message and ran a terrible campaign that wasted all the money and scared away the donors.
Part of the electorate dropped Trump in 2020 because healthcare(Covid), lockdowns had already fucked the economy and migration was less of a priority.
The mistake all Trumps opponents make is that they think there is some kind of 'ceiling' to his chances based on MAGA voters but polls and election outcomes consistenly show this is not the case. Plenty of people who are not MAGA will vote for Trump as they would for any other candidate if they think he's better on the economy and immigration.
That's where those voting records in these primary contests originate from. There were a couple of news reports about Trumps ground game, which included hundreds of volunteers calling voters to caucus/vote. I bet some of those folks simply voted Trump because no other campaign had reached out to them.

To be fair Trump's main message has been his own personal grievances and legal issues. He hasn't been on message for months. He just happened to run against an idiot who thought people in real life would care about stuff that only chronically-online reactionaries care about (trans stuff, bathrooms etc). Trump just throws out ideas and never follows up. Remember the "we need to build new cities" thing? He knows that voters will put their aspirations on his shoulders so it doesn't matter what he stands for. At least not in a GOP primary. that won't work when the general election starts.
