trump is not part of the equation, I don't care who would've introduced this for any reason
like I said, if the EO doesn't do what it says it do, that is due to the way it was written or how it conflicts with other laws, built into my assessment of this is the possibility that it accomplishes nothing
however, just it existing is better than it not existing, because it shows how prominent the issue has grown in everyone's eyes, gets more heads turned toward the problem
even if it doesn't do anything, it's a step toward alleviating the issue
