In his first term, Trump was open to the Gang of Eight bill which got 68 votes in the Senate in 2007 in return for getting his wall. He eventually backed off when reminded his supporters don't want him to do "the art of the deal" instead of just being cruel and doing illegal things on immigration instead. Trump has zero interest in "solving" the immigration problems, he wants to keep it as a cudgel against Democrats.
