its all automated cameras, its not an actual person doing it.

e: I can confidently speak to this, because I was also clipped for doing 46 in a 40 fairly recently (it was like a 100yd stretch of 40mph between 2 dual carriageway A roads with a 70mph, and you can literally see my brake lights on as I was decelerating in the photo). You usually get a free pass if you're within 10% of the limit, but where it probably is a manual ticket from a cop actively being a prick about it you can get clipped for literally anything over the limit (the 10% is in case your cars speedo isn't perfect)

Camera takes a photo of anything moving over its threshold, they send you the photo and you can take a 3 point + £100 fine immediately, or appeal it (and good luck with that) and risk higher points + higher fine. It was kinda bullshit as I was literally braking to be in the limit, but not worth the hassle of appealing, which is why theres cameras everywhere.
Points on your licence wear off over time (speeding is all gone after 4 years) but if you hit 12 points you lose your licence
