You have to really wonder how "politically informed" people can still believe that education spending is being cut year after year (when it only ever goes up) and that spending has any correlation with results. If it's all part of the plan they've been fucking up following the plan for decades.

You're onto something more than you realize (probably). Modern public schools make huge efforts to integrate ESL and disabled kids into the gen-ed classroom unless there is literally no other option. Disabled in this case applies to cognitive function as well as behavioral issues. 

The idea is that ESL + special ed kids do better when integrated in to the general class setting--they call it the "Least Restrictive Environment"--which seems sort of instinctually believable. The flip side that gets a lot less attention is that all of these integrated ESL & disabled students predictably drag down the averages of the general education setting. 

It's fine if societally we accept that compromise, but obviously things look fucked up when people emphasize one half of the equation while ignoring the other. 

That doesn't explain everything--the concept of Least Restrictive Environment is pretty old in the US--but "least restrictive" is subject to interpretation, and that bar can go pretty  low when schools are trying to juice their numbers (fewer formal designations of Special Education students, more "successes" for kids placed in the general environment, etc.). I don't think anyone here would be surprised by the idea that least restrictive has gotten uh...less restrictive over time.
