The quote in the OP is that he would do it all the time and that he lifted the shirt and didn't just try to. Part of looking after kids is clearly setting boundaries. Obviously the one who decided to get back at him by pulling his pants down probably wasn't ever really doing that effectively.

Maybe she exaggerated for comedic effect but that's the story she went with.

I'm not going to say this was her specifically but there are women out there who enjoy attention like this from little boys and egg it on. It's the mindsets like that which likely lead to her thinking this was a funny anecdote to share.
